DaytonOS made a public records request of Wright State University Boonshoft School of Medicine and Wright State Physicians regarding the award of a $92,000 contract to Turner Effect. Turner Effect is owned by Lori Turner wife of Congressman Mike Turner.
Turner Effect withdrew from a contract with the Dayton Development Coalition after questions were raised about the propriety of the contract. DaytonOS has also submitted a public records request to the Dayton Development Coalition regarding the Turner Effect contract.
The request to the Dayton Development Coalition was made on March 1st, the request to Wright State was made March 17th. The Dayton Development Coalition has not formally responded to our request, Wright State responded on March 20th (four days after the initial records request).
After reviewing the information provided by Wright State it appears the contract with Turner Effect is proper in all regards. Wright State issued an invitation to firms to submit proposals for their branding campaign, interviewed the firms, sometimes more than once, then made a selection based on qualifications and cost.
The proposed costs for the campaign ranged from a low of $65,000 (not including all phases of the work) to a high $218,717. The large variation in proposed cost is an excellent example of why organizations solicit proposals when contracting for work of this nature.
The Wright State University Boonshoft School of Medicine and Wright State Physicians acted in a manner that protected the interests of the University, contributors and taxpayers.
Will the Dayton Development Coalition respond positively to the DaytonOS public records request?




Uh- how did they promote the solicitation?
They had only 5 firms in the invitation. 2 backed out- for unspecified reasons.
I asked for the original RFP- and didn’t get it.
Would someone explain why anyone would hire Turner for something like this- after seeing “Get Midwest”
